there shouldn't be a time limit but a size limit.

when right-clicking on the Recycle Bin you should see a size slider that will determine how much content the Bin will hold before it is permanently removed from disk.

Are you referring to the Windows OS Recycle Bin? If yes, then the default behavior is that it will remain there indefinitely.
Note that some organizations change this default behavior.

Buy an external drive and back up your files, then delete the local copies. Boom, you don't have to worry about losing a file you thought you needed.

Then when money allows, expand this to more backup solutions to cover unexpected hardware failures.
