To answer the question you can buy a kill a watt. That will tell you draw from the wall and will be 99% accurate.
We can estimate and get close. But the answer will depend on which 850W PSU you have. Assuming stock clocks, the 4790 is an 84W CPU. The 2060S is 175W. The rest of the system probably uses ~50W. This gives us a draw of around 309W. Odds are good that while gaming you won't peg your CPU and your GPU to 100%, so we can probably round down to 275W ish.

275W is 32% load of a 850W PSU. If your PSU is 80bronze, then you'll probably be around 83% efficient. This means to provide that 275W, your PSU will be pulling 331W from the wall, which is what you'll get charged for. If you have a 80Gold PSU however you'll only be pulling 312.5W. Give or take.
