Question How remove cover to lubricate this cpu fan

I don't think you can do this. Before 2000 the common computer DC fan design did allow disassembly to access BOTH the bearings and people did oil them and re-assemble with success. But to day's design of BRUSHLESS fans are assembled with snap fitting and ultrasonic welding of plastic parts so that you cannot disassemble them without breaking the case parts. Thus you cannot re-assemble and expect them to work. People do try to get past this by dropping oil into any opening they can find (like under your label), but that way you only get oil into ONE side of the fan. Worse, the oil goes everywhere - you cannot place it into a bearing only.

Bear this in mind: if you are trying to oil a fan because it has become noisy due to worn bearings, any oil you could add would just fill up the extra clearance space in the bearing for a short time, and then you're back to the same noisy performance. The best solution for a noisy fan with worn bearings is simply replacement.
