How temperature affects psu rating

I'm looking at some psu's and someone pointed out to me some of them, like the Corsair CX-500 bronze is rated at 30'c, while others like the VS series are rated at 40'c.

Does it make a difference?

the hcg is a seasonic,modular & you cant really go wrong with it in all honesty.
Id probably take it over both the cx550m & the neo eco 2 although theres nothing wrong with any of those 3 units.
the gx 550 would be the worst by a long stretch.

The hcg 520 I'm looking at is the non modular version. It's rated at a higher tier but it's also older, I think the review I read was from 2011. I'm seeing it as a good thing that they continue to sell the same psu for this long without having made updates or different versions like some others, but is there a way for me to check the serial no. or model to make sure the unit I'm getting is newly made rather than some old stock from 2011 that has been sitting around in some storage facility for several years. Is that even something I should worry about?
