How to Access blocked websites & bypass web filters

Hi,
I am always faced with this message below while trying to open some websites even if they are not categorized as: Pornography.
ACCESS TO THIS WEBSITE IS DENIED
WHY ACCESS IS DENIED:
THE SITE YOU HAVE CHOSEN HAS BEEN CATEGORIZED AS: WEB PROXY
Contact your internet administrator here if you require access to this website or you have any additional websites that should be blocked due to its inappropriate content.
Note: Website categorization process is done automatically without human intervention.

I tried to use a tutorial learning how to access blocked websites as well as to bypass web filters using URL scripting, HTTP proxies, and a web page translation trick as well as a ping IP address method.
But none of them were successful.
