I have a brand new running build, with a disk for windows 11 but not a disk drive. Any way for me to boot, or would an external disk drive even work?

No, you don't make it "from" a DVD.If your Product Key is valid, you should be able to confirm that with Microsoft.
I've made an install DVD from a valid install, but never made a USB installer from a valid DVD. I'd guess it can be done, but not sure how.
Do you have a legit Win 10 key or installer?

But anyway...there should be a license key in that package somewhere.
You can create your own Win 11 install USB to install with, and apply the license key that came with the thing you purchased.
"forever" is better than "not at all"I tried an external disk reader once to install Windows 10 from a disc and it took forever, and I mean forever.
They're really slow in transferring data.
I ended up creating a USB installer and the installation process was way faster than reading from an external disk reader.
