Question How to change clock speed ratio in ryzen cpu AM5

I got 9800x3d with asus prime x870 p wifi csm.reason is i want to get stable 5400ghz like my previous intel does
Don't do that, x3D are specific because of added cache which needs to be synced to frequency and memory but it's not adjustable by itself. You could make it worse. Best way is to control voltage and PBO.
Use some of these guides for better tuning instead.

I just crash only 1 time which is today during 4 day period of playing.my overclock setting is only setting cpu boost clock override +200 ghz.during 4 day of playing games only 1 time crash during CS 2 but during dota 2 it is not crash.the gpu usage is always high always been 100 percent usage during cs 2 which is many people are looking in the past but they cant seem to know it.in dota 2 the clock is 5300 mhz too.i suspect the crash happen because the gpu usage is so high that make my glass panel so hot or my overclock setting.i am not doing PBO to enabled because it lies.in cs 2 the clock is sit about 5300 mhz and is crash but in previous day i set it default which is 5225 ghz and it is still ok and in dota 2 is 5300 ghz beyond stock and still stable

Switch on PBO.
Increase the available power, motherboard limits.
Set curve editor to whatever is stable - undervolting. My PC runs a -20 setting.
Set the boost override to +200
Set the processor max temp to 85C, below the bios limits by 10C.

Single core I see 5.8GHz, multicore I see upto 5.4GHz depending on load.

PBO opportunistically boosts the processor. It does so when it is ‘safe’.
