How to create a policy for 1 user account or specific comp..

I work in a public library and we would like to create a generic user
account that logs on automatically and runs only 2 specified applications
such as IE and NAV. What's the best way to accomplish this? Where do I
create the policy to do this? I used POLEDIT in Winnt 4 server but can't
seem to figure out 2000 yet? Is it under the domain.local Group Policy
proeprties? Do I add the policy there and limit it to the on user or can I
limit it to the publicly accessible computers? Hope this makes sense.

Eric Group Policies can't be assigned to users or computers, they can be
assigned to Domains, OUs and Sites and will be applied to the content. You
can create a OU for the users and computers you want to lockdown.
