On windows 10 machines, I would like to be able to have a desktop shortcut pointing to a web site and have it open in google chrome for anyone who logs into the PC. Chrome is not the default browser on the PCs. When I put it under C:\users\public\public desktop, it will open to the correct URL for the user who created the shortcut but for any other users logged into the PC it will just open the Google site in Chrome. Any thoughts?

Solution
Since Chrome is not your default browser you must first create a shortcut that points to Chrome and then add the URL to the end of that command line. Then place the shortcut on the Public desktop as instructed above. You must be logged in on an administrator level account to do this. Or, if in a domain environment, have local admin rights.
