How to enable Display Control Panel

I'm trying to change my screensaver, I get a error message saying; "Your
system Administrator disabled the Display Control Panel." I am the System
Administrator. I need to find a way to enable it again.

Are you logged on as Administrator or as yourself, the user? It does make a
difference.

If XP Pro, there are settings in Group Policy for Control Panel.

Here's one...

Start | Run | Type: gpedit.msc | OK |
Navigate to >>>
User Configuration\Administrative Templates\Control Panel\
Prohibit access to the Control Panel
[[Disables all Control Panel programs.]]

This is what gets set by the policy above.

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Policies\Explorer
Value Name: NoControlPanel
Data Type: REG_DWORD
Value Data: 0 or 1
0 = disable restriction
1 = enable restriction

I KNOW IT'S RUDE TO USE CAPS LOCK BUT I AM SHOUTING THANK YOU THANK YOU A THOUSAND TIMES I NEVER HEARD OF GPEDIT.MCS I REALLY LEARNED ALOT TINKERING WITH IT AND YOU WERE DIRECT AND TO THE POINT THANKS AGAIN TOMMY T NYC. PEACE

Oh yea I do have another problem that at your conveince you might be able to help with I lost my display but now I have it back thanks to you but by the clock it says virus alert and next to every program in the command prompt and in windows next to every file and directory it prints on the screen in caps VIRUS ALERT! with the quotation mark just as i typed it. It is driving me nuts my email is tommy_milano@yahoo.com if your bored or just want to help I would be greatful but again thanks Wes and have a great day.
 
my control panel is disabled. Message shows please contact system administrator. I am the user cum administrator.
