Question How to find the fault in motherboard ?

I tried to turn on my PC and it failed to turn on. Did the same after a day, it turned on and started working normally after some try. Tried to check if the problem is solved by turning it off and then back on, no reaponse like before. It has been a few days and no change, no response whatsoever. No fans running etc. I tested the PSU with paperclip in green and black and a multimeter. All the voltages are right, PSU fan runs. Then I plugged the power cables into the MOBO, nothing works. Then I put the paperclip back in the green and black, turned the power on, all the fans run. Also tried resetting the jumper, nothing.
What could be the problem? How to identify the specifc problem with the motherboard? Is there anything I may be able to do with minimal amount of tools?

Could be as simple as not working Start button.
 
That's a 'no-load' test and voltages could collapse as soon as you put a load on it if the PSU is faulty. If you have another PSU to hook up it would help rule it out with better certainty.
I've just checked the PSU with a known good PC, it works. And PSU from the other PC with mine,not working. The two psu's and the motherboards are exactly the same.
