How to fix "Fan spinning too fast and monitor no signal"

fan seems to be spinning too fast. I looked it up to see why and a lot of what i found seems to attribute it to overheating, but my computer doesn't feel heated/overheated. Others have said it could also be dust, but the computer is spotless. Other than that, I couldn't seem to find any helpful information.

It is possible that your heatsink is not removing heat from your processor adequately. What kind of processor, heatsink and thermal paste do you have? Also is your fan plugged into the motherboard or the power supply?

Download openhardware monitor, and tell me the temperature of your CPU + RPM of fans.
