How to get rid of CPU bottleneck?

My specs:
Z270e Mobo
I5-7600k oc'd to 5ghz(safe)
Zotac 1060 mini 3gb
Ballistic 8gb ram
H100iv2 aio cooler

My two main games are gta v and rise of the tomb raider, my CPU is maxed while my gpu is at 50-60%.

My first question is how can I fix this.

And my second question is how come a brand new i5 is being bottlenecked by these games.

Edit: My moniter is am HP2311x which is 60 hz and 1080p

Ok, but how can I stop the game from maxing out my CPU. And why is this happening on this CPU?

my fps ranges but on average is around 40, but it stutters constantly, and if i turn up the graphics the fps gets worse, my cpu is at 100% all the time when gaming, but gpu is at 50%. its not thermal throttling ive even been tinkering with the priority, which helps gta but not tomb raider.

i dont need a better cpu, my cpu is should be able to run most games at 1080p at 60fps
 


If you get 40FPs avg with a i5 at 5Ghz than something is not right with your overclock.
I would try stock settings and see what happens.

okay ill try that

edit: im running stock bios settings and cpu is still maxing out, i checked to make sure nothing else was in the background, nothing.

Update: still have issue, on 3dmark with fire strike, my gpu gets a score of 10000 of while my cpu gets a score of 1000, so at this point im thinking ill need to rma my cpu, unless anyone can think of a reason its not performing good
