How to have USB ports be off when the pic is off

I fixed some issues on my of and now when the pc is off the USB ports remain on. Is there anyway where I can turn them off without ungplugging them ex: I have some USB lights for my pc and they are always on now same for my mouse lights.

You may be able to turn them off in bios (check your manual).

They started leaving them on so users could charge devices without actually having the PC on.
