I want to make my Windows 10 look like this. What should I do?.

Is it some paid theme or is it free?

He has enabled 'dark mode' for his settings theme, and probably has windows customise the highlight colours automatically based on the wallpaper you can find that option in personalise options


All these options can be found under settings > personalisation >Colours

Simple, right click on your desktop and choose "Personalize"
In the left hand column, choose the color you want, in your example "red"
In the search bar where it says "Find a setting" type "about"
Bingo!!!

If you want the taskbar the same color, again choose colors from the left side then scroll down and choose from "Show accent color in following surface" and tick the taskbar box.
