How to measure the usage of a GPU?

With XP Pro 32-bit, there's perfmon.exe to see the usage of the CPU and HDD and memory, but no option for the GPU.

What is a way to measure or watch the real-time usage of a GPU? (My laptop has a dedicated Mobility Radeon HD 3650)
