i want to record live streams from apps that provide live streams. this would only be for personal use, if i can't find the time to watch a live event but want to be able to watch later. if you have an suggestions please let me know, something legit, good quality possibly free and i can save the recording as file.

Nothing legit, or free, or easy to use.
There is a reason these live streams are (made difficult) non-recordable. YT is full of unauthorized rips of Netflix movies.
Sometimes, investing in a portable device (eg Netflix can be recorded for inline viewing on phones / tablets) can help. Another (expensive) option is to invest in HDMI capture card (like the ones used by gamers to stream their PS4/XBO games), and separate recording PC.
