You don't need a CD drive to reformat, so I assume you mean format the hard drive & reinstall the OS ? And, why must you do this ?

Many makes / models out there. What is yours ? Does it have a recovery partition by manufacturer to restore from ? Provided USB is a boot option, you can create a bootable USB of the OS to install from.

Boot up with USB flash driver. Then re install the OS from it.
