Question How to run i7-7700 at a Lower TDP on B250M Motherboard?

My Specs,
Case: Zebronics ZEB-555B [Slim]
PSU: Zebronics ZEB-ML450W (DSATA)
Motherboard: Gigabyte GA-B250M-D3H [BIOS Version F10]
Processor: Intel Core i7-7700
CPU Cooler: Intel Stock
Memory: G.Skill Ripjaws V 8GB DDR4 2400MHz
SSD: Samsung 960 EVO 500GB PCIe NVMe
WiFi: TP-Link Archer T4E AC1200 PCIe Card
Fans: 3 x 60mm (2 Bottom Intakes & 1 Top Exhaust) & 1 x 80mm (Intake over CPU Cooler) [All Dust Filtered]
Display: Samsung 55" H6400 FullHD TV.

My i7 is a 65W CPU & I want to run it at a lower TDP because of 2 reasons; lower, temp & power consumption. Currently my i7 is running at 54C Idle & spikes sporadically to high 70s under load. This is because the case is very slim & its really hard to circulate air within it. The power consumption is approximately 30W at Idle & 70W under load. I entered my BIOS to find any option that will allow me to run my i7 at a lower temp & power. I disabled Intel Turbo Boost, Hyper Threading & a few more settings. I retested & the number were somewhat acceptable. But then I saw a few options; Package Power Limit, Platform Power Limit & Power Limit under the M.I.T. > Advanced Frequency Settings > Advanced CPU Core Settings. All the above settings were set to Auto & I couldn't change them. So can someone please tell me how can I change these settings?

I am using this system mainly for watching movies (either stored on the SSD or from my NAS). Most of the movies are in 1080p & a few are in 4K, but almost all of them are in x265. I occasionally watch a few 1080p YouTube video, but I don't do any type of multi-tasking on this system. I don't use this system for anything other than media consumption; no gaming, no video editing, no rendering & no video encoding etc.

My objective is to find a sweat spot between best performance & lowest temp along with lowest power consumption.

Does your BIOS support negative voltage offset ? That can lower temperature without loosing performance.
