How to set up static ip address in tp link mr3020 router

Im using 3g/4g hardware mode with a Huawei e177 u-1 dongle in tp link mr3020 router
I wanna set up static ip address in it but im unable to
The only reason I bought this was that I'll be able to perform port forwarding and other things while traveling

If you want to set up static IP address on the WAN side of the router, it must match what you are getting from your "ISP" - in that case, your dongle. I doubt you can get routable (yet static) IP address thru 3g/4g (and being able to port forward), though - you must contact the wireless operator your dongle connects to.
