Question how to setup TV with PC to have high res?

I have TCL 65dp660 TV and Windows 10 PC with GTX 2080Ti video card. I connect them with this:

for some reason I see only 1920x1080 (the highest) resolution

HDR is working and I connect it as my second monitor if it matters and yes TV connection is switched to HDMI2.
Specification for the TV says I can do up to 3840x2160 how do I do it?

Did you go into nvidia control panel and change the resolution?

When you right click on desktop/display settings, there should be a 1 and 2 (number of monitors) shown. If you don't click to the specific monitor that is capable of the higher resolution you will only see settings for main. Based on what you are saying I am of the impression that your #1 monitor is a 1080p?

Yep I know, I do switch to the 2nd monitor before trying to change the resolution

Is your tv 120hz or 60 hz the card only supports 4k at 60hz.

You will have to forgive the "wording" as I don't know the technical terms, but in essence it is two stacked screens to achieve resolution. It was a common issue early in the 4k tv to computer connections. I am sure there is some reading around the internet about it. Nothing to be done, so far as I recall.

As an experiment I've tried to change the cables and connected the HDMI-HDMI and it worked. I had DP to HDMI and unfortunately I have only one HDMI output on my GPU and it taken for my VR set. So I have a question is HDMI splitter may be a solution here, will it pass the UHD signal to both devices VR set and TV?
