how to speed up a computer

hi I've noticed my computer has gotten slow over the years, and now even refusing to turn off when pushing shutdown (need help with that too) but is there a free way to speed up my computer, I also don't want to freshly install windows

Rkill
JRT (Junkware removal tool)
TDSSKiller
Adwcleaner (Computer will need to restart)
Malwarebytes Antimalware
CCleaner

most of these are scan tools so you'll need to run the program and scan and remove whatever they find.

If it still running slow you should run chkdsk /r and windows disk defragmenter: https://www.tekrevue.com/tip/fix-hard-drives-chkdsk-windows-10/...

in the command prompt you wanna run chkdsk c: /r and it will ask you to schedule chkdsk the next time your computer restarts then restart your computer and let it run.

I might reinstall after I upgrade my cpu, how do I even do that btw?
