How to tell if a fan is dying?

OK, I just recently switched over to a new case and I thought my "buzzing sound" problems were over. Well I still have a fan somewhere inside that buzzes every so often when I do a cold boot up of my machine (it doesn't happen all the time, just every once in a while but that still makes me worry). I have narrowed it down to either my CPU Fan, the fan on one of the chipsets on the motherboard, the Video Card fan or...dreadfully maybe even the hard drive. It stops after about 5-10 seconds. Can't be a power supply b/c I have a totally new one....

Any help is once again appreciated.
 
There's a good chance it could be the CPU fan.

Did you try blowing the dust out of each of the fans?

Sounds like the fan is catching on it housing. When the machine is off check the insides of the housings for scrapes and hey presto - you've found your buzzing fan.
