Solution
VPN and proxy is hard to trace by its very nature, and with the amount of hackers and cyber-criminals causing all sorts of chaos like what happened to the credit company, many sites, isp's etc are seriously trying to cut down on VPN/proxy traffic by unregistered users. With as available as personal IP's are, there's no real need for sharing accounts, which most isp's don't like in the first place as it cuts down on account incomes, and increases bandwidth traffic.

So it's not surprising you are running into blocked sites, service issues etc.

I will be thankful if u can explain more .. is that mean I need to buy a new router ?
and about ip .. I should call the ISP and ask them for that and what its price ?

What is the router you have right now? Many routers have VPN server already built-in, or can be upgraded with custom firmware having this capability.

As for "Public IP": You should check with your ISP wherther you're getting one, if you can't decide this by yourselves. Usually, your router' "WAN Status" page will tell that kind of info.

You many times do not have to pay for a public ip. The ones they charge for are FIXED public ip addresses. You can use of of they dynamic dns services if you have a public IP that might change. They generally do not change a lot. You still need to check the ip address is public and will need to provide it to your brother.

Himachi should work but it tends to be a pain to setup sometimes. Still if you got it work even for a short period you likely have it setup correctly.

Hard to say why it slows down. If you are doing this from china that is a pretty standard thing they do when they detect private vpn. They have blocked all the VPN services but they also use a algorithm to detect what they think is VPN traffic. They then intentionally discard some of the traffic. It does not cause as much a issue if the traffic really isn't a vpn but a VPN it makes almost unusable.
