HP 290 G3 SFF Desktop PC > MBD Groot Rev A: M11 > i5-10505 > 2x 8GB DDR4 RAM > 180W PSU (Stock) > No Storage
PC returned for failing to boot.

PC was power cycling. CPU fan spinning for 2 seconds. Power LED light ON. No POST.
Starting to give up around this stage.
I tried no CPU with CPU Fan. LED: ON and Fan spinning.
Is the motherboard possibly shorted (partially shorted)? What could cause this?

- CMOS reset / Removed CMOS battery / CLR_CMOS jumper
- Tested PSU with Tester (12.1 V) Multimeter (12.08 V)
- Tested Working PSU (Same Model)
- Tested 1 stick of RAM / both DIMMS / both Modules
- Tested i5-10500 / Tested i5-10505
- Tested 2 different CPU Fans
- Cleaned CPU_FAN Header
