Question HP 290 G3 SFF Desktop PC - Power Cycling - Won't Boot

I work for an IT company that occasionally handles repair requests.

HP 290 G3 SFF Desktop PC > MBD Groot Rev A: M11 > i5-10505 > 2x 8GB DDR4 RAM > 180W PSU (Stock) > No Storage

PC returned for failing to boot.

PC was power cycling. CPU fan spinning for 2 seconds. Power LED light ON. No POST.

  • CMOS reset / Removed CMOS battery / CLR_CMOS jumper
  • Tested PSU with Tester (12.1 V) Multimeter (12.08 V)
  • Tested Working PSU (Same Model)
  • Tested 1 stick of RAM / both DIMMS / both Modules
  • Tested i5-10500 / Tested i5-10505
  • Tested 2 different CPU Fans
  • Cleaned CPU_FAN Header
Couldn't see any physical damage to components / No water or liquid damage on both sides of board.

Starting to give up around this stage.

I tried no CPU with CPU Fan. LED: ON and Fan spinning.

Is the motherboard possibly shorted (partially shorted)? What could cause this?
