HP SlimLine Desktop Will Not Boot Into Any Device

When turning on the PC computer will get to the point where the OS would load but it halts at a black screen, before OS even tries to boot.

Desktop POST's. Able to get into the BIOS and play around with the boot parameters. Tried running from USB Windows Flash to access recovery tools. Tried booting to Windows DVD from internal drive. Tried both DVI ports on the back of the PC, even installed dedicated graphics card to bypass CPU graphics. PC passes hardware diagnostics check. Different monitor has been used. CMOS battery has been pulled, power button held down for 5 minutes. PC has two BIOS clear jumpers, both put into the on position and PC turned on to make sure changes were applied.

There is a BIOS reset jumper, but it has several surrounding pins and no definite instructions on how to use it.

Something is happening right after the PC POSTs and right before (or right when) it accesses any bootable device that just causes a black screen. Seems as if the PC enters a vegetable state once this happens, no HDD activity.

Any input would be great!!
