Huge FPS drop in games after Windows Reinstall

So I reinstalled WIndows 8 yesterday to get ready for the launch of Wildstar, and since the install my whole computer just feels extremely slugish. I've installed all the drivers I can think of, I've even tried reinstalling WIndows again to see if it was a one off problem, and also reinstalled on a seperate HD and still having similar issues.

I was getting frame rates of around 40/50 on WIldstar before that, and last night was struggling to hit around 20. Same goes for other games, even League of Legends which I can run fine on an ancient laptop has noticeable frame drops.

I think I must of somehow damaged something, even though I've done it hundreds of times before, there's a clear issue somewhere on my computer. I did a benchmark test using 3D mark if thats any assistance..

Intel Core i7-2600K Processor
AMD Radeon HD 6850
Gigabyte Technology Co., Ltd. Z68XP-UD3P
64-bit Windows 8.1 (6.3.9600)

I know my graphics card is old, and is need of an upgrade but that still doesn't explain how I've had such a drop in performance.

I really would appreciate any help I can get or suggestions, I'm literally out of ideas now. Any more information you need just ask and I'll try to assist, thanks in advance!

You may want to try re-installing your GPU or Mobo. I had a similar problem after installing gtx 770 drivers. A quick re-install and making sure you BIOS is running fine and your fps should come back up. Your Mobo may be causing extreme bottlenecking (rare but it happens)

By reinstalling do you mean literally removing the GPU, and reinstalling the drivers? Sorry if it sounds like a stupid question. Not sure how I'll go about re-instlaling the Mobo either but I'll look it up now, see what I can find. Thanks for your suggestion :)

Yes, you should take out those parts, clean them up, and reinstall the drivers. That may help with some problems.

Okay. uninstall ur gpu drivers using driver sweeper and then install the latest. If the problem still persists then do a bios update.
Keep updating and give the details of ur psu?? what are the temps of the cpu and gpu while playing? What cooler do u have?

I'm in the process of cleaning my GPU see if there's any problems there.

I'll try the sweeper. As for the PSU and Temps, the PSU is Corsair AX860W. I'm not sure of the name on the cooler I'll look it up, but I don't think it's a calling issue, for example on that benchmark test it averaged 48C and capped at 49C

Do you think applying thermal paste could be a fix even though the temperature is pretty average, and it wasn't getting this issue before the windows reinstallaiton?

Yes I cleaned it, and it still seems around about the same. The temperatures are still around 45C - 50C with no noticeable FPS increase or benchmark score. So I will have to go get some thermal paste to find out if that fixes it.

Out of curiosity, because my GPU is so old, is there any lowish budget GPU's as a temp for a few months that you would recommend, say no more than 200$ that is an improvement on a 6850
