[SOLVED] hyper 212 turbo led standoff screws

hello, after i changed the thermal paste and put this new cooler on my motherboard, i found some kind of adhesive like white stuff around the cpu cooler standoffs (hyper 212 turbo led); is that a sticky isolation tape on the stand off screws that purs out because i tighted down the screws too hard, or did i just scratch the pcb of my motherboard? im kind of sad because of that, is nothing big but i heard that you can break your motherboard by scratching it. the computer is working fine right know.
