Does the mouse behave the same way when you hook it up to another system? If it doesn't then, the mouse would be in need of a replacement/RMA. If it does work without an issue on the donor system, then there might be an issue with your platform, namely you should look into reinstalling your chipset drivers.
If the app is the one that doesn't see the mouse, uninstall the app and reinstall it after a reboot, reinstalling the app in an elevated command, i.e, Right click installer>Run as Administrator.
