Question I am building a computer, haven't gotten it to post or run BIOS. Red CMOS light for CPU, what's my troubleshoot steps?

I have build a computer from scratch, all parts included, but when I have assembled it and tried to get it to post, it instead only powers fans and gives me a red CMOS light for CPU. What steps or things to look out for that can help me get this up and posting?
