I believe my build is not running smoothly

I have a fairly good pc build which does not run games as smoothly as Nvidia Geforce experience tells me it should, not even close actually.

My build is:
Case: CM storm Trooper
CPU: AMD FX-8350
Motherboard: ASUS Sabertooth 990FX R2.0
RAM: Kingston HyperX KHX1600C10D3B1/8G (8GB/1600Mhz)
Video card: MSI GTX 1060 6GB
Drives:
- Samsung SSD 840 series (250GB)
- Samsung HD501LJ SATA (500GB)
Power supply: CM silent pro M2 850 Watt

It doesn't run most games even close too what it should according to Nvidia's Geforce experience and I would just like to know why this could be.

So i came to the people on this forum, seeking for help.

GPU temps are at around 53 degrees celsius.

PS: Some other things that interrested me that where displayed on the graphs.
- GPU usage is always >90% (how does the temo stay low with this high usage?)
- Fan speed is always 0
