Asus RAMPAGE V EXTREME/U3 EATX LGA2011-3 Motherboard
Corsair Dominator Platinum 64GB (8 x 8GB) DDR4-2800 Memory

hmm have you made sure your 980's are running in sli with witcher (correct profile and all that), additionally this is a very aberrant frame rate for 980's in lsi, make sure they are connected properly, ensure that they are getting power and make sure your windows is not acting faulty.
Finally apart from this are yu playing on a very high resolution, 4k?
also try this: go to Nvidia control panel and goto manage 3d settings, find your game exe, make sure that the power manage ment is set for best performance, set max pre-rendered frames to 1, threaded optimization to on and texture filtering to performance.
Hope this helps and please leave a reply.

I'm getting 45 fps at the most on LOW graphics preset. I just want 60 fps

I'm trying to play on 4k, yes. I lowered it down to 1080p and got good fps. I'm getting 30 fps on ultra at 4k, though. Is there any way to maybe bump it to 45-60 fps? Update: I went one resolution lower than 4k and I'm at 60-61 fps on ultra. Thank you so much!

No problems and sorry for the late reply. Ps may be a too late of a suggestion but set your witcher 3 process affinity to high when playing for ~5 to 10 fps increase
