I can only see Desktop Background settings, sleep, display and battery but not the other option and there is only Balanced
I tried entering "powercfg -duplicatescheme 8c5e7fda-e8bf-4a96-9a85-a6e23a8c635c" into cmd as adminstirator and rebooted but it did not work
I went to regedit Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power to try and change CsEnabled but i could not find CsEnabled in the list

Solution
could try updating win 10 to 21H2, no guarantee it will fix it but maybe.

Click Update now to get the Upgrade assistant, run that and it will update win 10. - https://www.microsoft.com/en-au/software-download/windows10

then we can always try a repair install once you on latest version and see if that fixes it - https://www.tenforums.com/tutorials/16397-repair-install-windows-10-place-upgrade.html

another thought is make a new local user and see if it has same problems, it could be the user - https://support.microsoft.com/en-us...2-a866-32915af2a34d#WindowsVersion=Windows_10

What version of Windows 10 are you working with? See if this helps you out.
I am running windows 10 home 21H1

Tried all the fixes here with none working, also did the reset
How to Fix the "There Are Currently No Power Options Available" Error in Windows 10 (makeuseof.com)
The first fix, Group policy editor one, when I enter gpedit.msc in RUN it shows an error saying "windows could not find gpedit.msc make sure you typed the name correctly and try again"

So i go to the next fix whereI go to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
There is no subdivision under Policies, meaning there is no "Explorer" file and in the Policies there is only "Default", Can not see "NoClose"

I did the sfc/ scannow and this is what I got

Windows Resource Protection found corrupt files and successfully repaired them.
For online repairs, details are included in the CBS log file located at
windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline
repairs, details are included in the log file provided by the /OFFLOGFILE flag.

maybe start cmd.exe or powershell as an admin then run
powercfg,exe -restoredefaultschemes

sounds like you already looked at this:
How to Restore Missing Power Plan Options on Windows 10 - Appuals.com

just tried powercfg.exe /list
but it only showed the currently active plan, I expected all plans to be listed
On entering powercfg -duplicatescheme e9a42b02-d5df-448d-aa00-03f14749eb61
which is the ultimate performance one, 2 balanced power options show now and can still only see 4 settings in the advanced power settings tab
