I can't get any picture

I just built a new system for my parents, and all was running fine, but all of a sudden the PC stopped showing any picture, I was away at the time to my parents just turned the system off and waited for me to get home. When I got home my first though was to change the graphics card over, so i did this and still no picture. My next bet was the actual motherboard VGA ports and still no picture. I took the graphics card out and still nothing. The system still boots up when the power button is pressed, but fails to turn off when you press the power button. The only way I can turn the system off is by holding down the power button for a force shutdown or in some cases I have to use the PSU power switch.
The worst part is, because it isn't actually showing and image, I can't access the BIOS to try and fix this through software.
This can't be physical fault either, because after I built the system, and made sure it was stable and working fine, no one has touched it. It has been sitting in my parents desk for maybe three days after I built it and *POOF* its broken.
Anyone feel like the can trouble shoot this?

For me I'll recommend a bios reset. See your mb manual for the jumper or button. If your mb have a speaker slot, take another speaker from other pc because the beep code always help you diagnosing which part of your pc is buggy.
Not to come off as rude, but are you sure that your cables, ends for the card, and monitor, are plugged in correctly? Also is the screen turned on and set to the correct input?
If your parents are a bit inexperienced with computers they may have shut off the monitor or attempted to shut it off and accidentally change the input to dvi or something that the computer doesnt support.

IF the system is still not showing anything you can attempt a CMOS reset. This will almost certainly clear anything, and it will allow you to reset the BIOS to cross that out.
You may be having a similar issue I do when your computer starts up, it has an error code in the bottom right of the screen. On some monitors this may be hard to see but it is there. If nothing is happening try replacing the cable, or even the monitor.

Yeah I have made sure all cables are connected, and that the monitor was turned on. Like I said, there is no picture, I have swapped RAM out, GPUs out, monitors out, still no picture. The mobo is still under warenty and to perform a CMOS reset I would need to use a screewdriver as it does not come with a designated tool, and im concerned if I was to be pumped and accidentally short something out I wouldnt be able to replace it.
This would also not explain the troubles with powering the system off either.
