I can't install windows when enable 4 cores

Hi,

I build my pc about 6 month ago, My PC specification:

LiteOn iHAS224 24x DVD±RW DL RAM & Lightscribe SATA Optical Drive - OEM Black
Coolermaster CM690 II Lite with Coolermaster GX 650W PSU
Gigabyte GA-Z68A-D3-B3 Socket 1155 7.1 Channel Audo ATX Motherboard
G-Skill 8GB (2x4GB) DDR3 1600Mhz RipjawsX Memory Kit CL9 (9-9-9-24) 1.5V
Intel Core i5 2500K 3.3GHz Socket 1155 6MB Cache Retail Boxed Processor
XFX HD 6870 Black Edition 1GB DDR5 Dual DVI HDMI DisplayPort PCI-E Graphics Card
Coolermaster Hyper 212 Plus Socket 775, 1156,1155 AM2, 1366, AM3 Processor Cooler
WD 1TB 3.5" SATA-III 6Gb/s Caviar Blue Hard Drive - 7200RPM 32MB Cache 241718

After one month my windows start showing BSOD every week once, i thought it's a software problem, but about two weeks my pc start to be very slow and keep crashing even if i browsing internet the internet browser crashed, so i decide to format my hard disk and install windows 7, when i boot from windows dvd and format my hard disk and start copying files after finish copying files it's show BSOD and restart my pc i thought from ram or hard disk, but i searched in the internet and i founded that i should try to make your cpu work with one core, so i changed it to one core, I installed the windows and everything fine but when i changed it back to 4 cores the problem back.

I returned my cpu, motherboard and ram to ebuyer for RMA and they said there's no faulty.

i didn't do over-clocking to my cpu or gpu

My PC Temperature idle :

CPU temp. : 24 C
System temp. : 38 C
GPU temp. : 40 C

Please help me

there it is then, swap out the PSU and take off from there.
it must be so shot that when the CPU utilizes it's full required current the PSU falters...
stranger things have happened.
i'll do a phd degree with this lol
finally it's the psu because right now i am monitoring the voltage Vcore under 0.700 and go lower to 0.500 and start showing crashing like windows defender crash or google chrome and when go up to 1.0 and go down quickly the computer restart
