Due to stability issues, I had to set my Asrock (775 dual vista) mobo chipset to "flexibility"

Per CPUZ, memory is

freq 192.2
fsb:dram 4:3
cas 3
rastocas 3
ras precharge 3
cycle time 9
command 2t

I see that cas is supposed to be 5 and now its 3. Good, bad?

I am considering another mobo due to issue with stability and limited options on overclocking

An excellent idea! The VIA chipset-based MBs are not very good.

The latency issue shouldn't visibly affect performance for you.
