I Exceed the Requirments but cant play Asssains Creed 4 Black Flag

I meet/exceed most of the Recommended Requirements and i only get 15 frames on the lowest settings including lowest resolutions Fable Anniversary was the exact same i uninstalled that one. but my specs are

GPU : Raedon 6450
-2gb VRAM
-Open-GL 4.1
-using a HDMI cord directly into graphics card

Proccesor: AMD Pheonom II x4 965

RAM: 4GB

Disk Space: Game installed already have 21 gb left of space on that partition

OS: Windows 10 Home

I Tried The Following
-Changing the Compatibility Settings
-Forcing Triple Buffer
-putting games settings ALL to LOW/OFF
-tried with and without V-Sync
-Tried using Riviatuner
-tried using Overclocked and not overclocked boosted like 5 frames not much
-tried Google'ing Every Thing
-and Reinstaling

Need Help with this it doesn't make any sense and its not the GPU cause the card runs my other games better just not this these ones Thank you

I've personally used a 650 in a PCI-E 2.0 and it had no bottleneck. I'm absolutely sure the 750 will work on 2.0

Pci generations are backwards compatible, there is little difference if any between Gen 3 and Gen 2 on the lower end cards.
