Question I feel like my pc is underperforming, what to do?

I have noticed that I have started to see lower fps in games lately. So I decided to benchmark my PC and here are the results:

I just started playing Valorant for example and saw that requirements for 144fps were a 1050ti and an i5-4460 3.2Ghz. I usually drop under that and it really annoys me. any solutions?

I haven't played Valorant so I can't be sure how demanding it is but I do think your GPU usage should be much higher and more than likely that's your problem. Can you try another game? Preferably something known to be demanding.
The most demanding game i have on hand atm is warzone, and when playing ultra settings the temperatures for the gpu and cpu are around 50-55 on both and the usage is between 65-80 on both. I had around 90fps

The CPU usage is normal. The GPU usage should be hitting 95%+ consistently. Check the power % too and see what it says.

Edit: I will also add that 90fps seems pretty good for a 1070/6700
