Question I found this on my gpu

I found this on my gpu, anyone knows what that may be and can it cause issues?

Looks like the thermal pad above it may have from heating up oozed some oily byproduct where it looks like heat hit it. Some pads when you take a card apart look like baby oil all over the card where the pad leaked. Clean it up with a Q-Tip and rubbing alcohol and keep an eye on it.
