Question I get more fps on my 4k tv than my 2k monitor

So like the title says I get more fps on my 4k tv than on my 2k monitor.

For example: I get around 40-46 fps on Callisto Protocol on my gaming monitor, but I get easy 60 fps on my 4k tv?
Also on cyberpunk 2077 (which I know is not a very good optimized game) I get a lot more fps. I get around 35-40 fps on my monitor while I get easy 60 on my tv as well.

I have no idea why that is and what seems to be the issue and I hope someone can help me here! :)

My GPU is a 3070ti, my cpu is an AMD Ryzen 5700G and I got 32 gb ram.
 
My monitor is a LG 32GN650-B 32" and my tv is a Philips 50PUS8506/12
So simply said a 32 inch 165 hz VA gaming monitor and your basic Phillips the One TV with 60 hz.
And I'm 95% sure its running at max resolution.

I've also tried my 1080p monitor the other day, but the fps difference between 4k and 1080p was like 5 or 10 fps extra
 
Well cyberpunk 2077 on DLSS ultra performance has about the same fps on both monitor and tv.
Calisto doesn't have DLSS. It does have AMD FSR 2.0, but the fps difference in those two games is way too high to even play ngl.

Where could I check what gpu is getting used? Also if my ipgu would get used I wouldn't get more fps on my gpu right?
