I get this weird delay when I open File Explorer

So I just re-installed windows 8.1 pro and when I click on file explorer there's like a 1-1.5 second delay until it opens. I can click on 'this PC' and it opens instantly, and I can also click on one of my recent folders on the jump list and it also opens quickly, it's just file explorer has some weird delay. I know it's kind of a weird issue to be fixated on but i was just kind of wondering what's up with that or is that just the way it's always been.
 


Yeah it spikes a little like from 5% CPU to 15 then it goes down again. This also happens when I open things from the win + x menu. so this isn't right?

also i don't think it's even a full second. more like 0.5-0.6 seconds, just noticeable enough.

 
When did the problem start, Was it right after your update or a few days later.
Did you install any other programs, games utility items?
Or were there any issues installing the copy of windows 8?

I think it was sometime after i updated from windows 8 to 8.1. I'm not really sure because I installed my drivers and everything for my mobo and graphics card after i updated.
and no, not any issues as far as i know, except the power cord got accidently unplugged while setting up my user account, but i don't know if it was already finished setting it up when that happened.
 
I would like to say it was the power cord being unplugged because that seems to be the only thing that could have caused this so maybe try reinstalling it if you want to but you can try some troubleshooting software to check your HD. How old is your hard drive, Does it work well or is it slow when browsing it?
Try a Defrag and or Optimize your drives

everything is pretty new, this PC was built about 4 months ago. I did defrag my HDD, but not my SSD as i am told not to defrag it so i just let windows do it's thing. Just to make sure my user profile wasn't messed up or anything I made a new one and there's still a little delay. everything else works great. I don't know if i wanna reinstall everything again because it seems like such a small thing that i am looking too much into but i guess this isn't normal? i really don't know as I don't have another PC to compare it to at the moment. thanks by the way

also it doesn't really seem to spike the CPU usage at all now. from 1% cpu usage to 3% or even 2% sometimes. i think i might just get over it since everything else seems ok.
