Please note that if you're using an OEM license of Windows, you will need a new one when buying a new motherboard.

No Preference.

Location: New York City ( I have multiple Micro centers near by if that helps)

Parts Preferences: Whatever is the best bang for my buck and will give me the best performance without issues.

Overclocking:Maybe - but I'll probably just leave it stock.

SLI or Crossfire: No

Your Monitor Resolution: 2560x1440

Additional Comments: I would like a really cool looking build. My last build was boring with no window or RGB's and I regret it! - I am leaning towards an all black build with lots of RGB's with glass to see the internals / lights.

And Most Importantly, Why Are You Upgrading: I am upgrading because I built my current PC back in 2013, about 9 years ago now. It has served me very well, but my GF needs a PC and It's just about time to upgrade for me... So it works out that she takes this 1 and I get myself a new build together that will hopefully last me the next 10 years!

I've heard DDR5 isn't worth the premium you pay over something like DDR4, any truth to this?

Gaming wise they run pretty even. It's more of a bragging rights thing. When someone says to you they're running DDR4 3600Mhz you can laugh and tell them only poors run old school DDR4. (I'm gonna catch h3ll on here for that one)

I'll admit if I myself had the OP's budget I'd go for the DDR5 just to talk crap to a few clanmates over Discord.
I had that budget. But to be fair, most of it was eaten by the GPU since I had to buy when prices were still ~200€ higher than they are now. Still, I found DDR5 far too expensive to justify getting it. Especially when good DDR4 RAM is just as good or better... can always switch later on if I feel the need.

The RGB pumped up the cost of that RAM. And I just found this ... by accident.
