I Have 32 gb of RAM, but Only 16 gb is Being Used

Hello, I play alot of video games on ultra settings so I decided to get some more RAM. I popped it into the motherboard, but only 16 gb is being used all the time. Even the program Speccy is only recognizing 16 gb of RAM. Now I'm going to be honest when I first built my computer I had someone do it for me because I didn't know a lot about computers then and even now I still don't know a whole lot. So if anyone can help me that be awesome! Can my computer not handle it? Is there something I need to do so the computer recognizes the RAM? Thank you!

Operating System: Windows 10 Pro 64-bit

CPU: Intel Core i7 3770 @ 3.40GHz Ivy Bridge 22nm Technology

RAM: 16.0GB Dual-Channel DDR3 @ 665MHz (9-9-9-24)

Motherboard: Gigabyte Technology Co. Ltd. B75M-D3H (Intel Core i7-3770 CPU @ 3.40GHz)

Graphics: Dell S2716DG (2560x1440@144Hz), G276HL (1920x1080@60Hz), NVIDIA GeForce GTX 980 (EVGA)

Storage: 465GB Samsung SSD 850 EVO 500GB ATA Device (SSD), 931GB Western Digital WDC WD10EZEX-21M2NA0 ATA Device (SATA)

Optical Drives: ASUS DRW-24B1ST c ATA Device

Audio: NVIDIA Virtual Audio Device (Wave Extensible) (WDM)
 
Well...if you want more then I would prorably switch to ddr4. But that means switching your motherboard and CPU as well.
Do you have any free RAM slots left? If yes, then just buy the same two sticks that you have now and plug them in.
Speed of RAM doesn't really matter for gaming.
 
Ram has to match. If it doesn't, then the pc will make it match. If it still doesn't match, pc can't use it.
So if you have 16Gb of ddr3 1333, 1.65v, you'll need to add the exact same ram. If you add ddr3 1600, 1.5v, the pc will insist the new ram runs at 1333 1.65v. If the new ram can't do that, or can't match up the timings (9-9-9-24 is just part, there's over 30 total) then it won't work at all.

You'll also need to make sure that the sticks are fully inserted, so that the 2 locks at the ends of the slot are grabbing the ram tight. Use the white sockets or the blue, not one of each.
