Question I have a pretty good system, what am I struggling with frames?

OS: Windows 10 Home
CPU: i9-9900K 3.6 GHz (Not OCd)
GPU: Nvidia Strix 2070Super 8GB
RAM: G.Skill Triden Z 16 GB (XMP to about 4200 MHz)
MOBO: Asus Prime Z390-A
PSU: Crossair 650 Watts
Cooling: Cooler Master MasterLiquid ML240
Main Monitor: HP 27 inch 1080P 75Hz

Hello guys, as the title suggest, I have a pretty good gaming system, but I seem to be struggling in some games to get some stable frames, some games like RDR 2 are much more stable frames wise but hardly peak at 75Hz, and games like GTA 5 I struggle with a lot though my settings are not even set to Ultra (using about 4,000 MB of the 8,000 MB for that game) . I have my power settings set to maximum, and always keep my drives optimized, hic, I dont even game off of my C drive.

Any ideas why I can be struggling with frames on games in general? Like mentioned some games are way better for frames than other, and I know some guys were just optimized like s**t for PC to begin with so it might not be my systems fault, but just looking to see if you have any ideas at all.

cpu/gpu temp and usage during gta 5?
malware scan the system?
games and os on ssd?
Crossair 650 Watts ? what the model?

GPU Temps dont go higher than 69-70
CPU about 65-70
OS on M.2 and games on a regular HDD.
PSU is Corsair CX-M Series ATX Broze

And yes always scan for malware, I got MBAM and all good there.
