I have intel core i3 530 with 4gb ram and gtx 660 2gb ddr5 gpu.. So can I run gta5

GTA5 requires 8GB of RAM. It may run with 4GB and the i3 but swapping and low CPU performance may render the game unbearable.

It'll run, just extremely poorly.
If you put it on 720p low it'll probably hit 30fps.
