the fan isn't spining on the gpu but it says the device is working properly its a rx 560 2gb i don't see any pcie cords plugged into it and there is no like where to plug it in on there.

That card does not use a power cable it gets all it's power from the motherboard.
The driver should already be installed.
Play a game or something that stresses the video card and the fan should start.
The card could be powered from just the PCIE slot. Some graphics cards fans don't turn on until the card reaches a certain temp which may be the same with this card. As for the drivers you'll want to download the newest ones from AMD. http://support.amd.com/en-us/download
