I have micro stutters in every game I play

My specs are:
evga gtx 1070 ftw
intel core i5 6600k clocked to 4.1 ghz (through msi game boost)
msi-z170a tomahawk motherboard
samsung 850 evo 250gb ssd
16gb gddr4 corsair ram 3000mhz (still stutters even with xmp turned on)
evga 80+ gold 750 watt modular psu

I usually don't even max these games out and I will have high fps, but I will have microstutters.

I play pubg,fortnite,h1z1,rainbow six siege, rust etc, any game you name it I have stuttering. Sometimes a lot, sometimes only occasional.

I suggest trying to see if your ram is running in dual channel properly, as that could be causing it. Is your computer running in power saver, balanced, or max perf power mode? Is your cpu set to automatically lower it's clock speeds to save power even with the overclock. Check your gpu usage through msi afterburner, if it's spiking down to 0% occasionally then it's likely a driver issue.
