A little over a week ago I started having to power cycle my PSU before I could turn on my pc. I replace the PSU and still have the same problem. I'm not having any signs of a bad video card so I'm not sure where to start.

Specs

Asus ROG Strix Z790-F
Processor i9-13900K
32GB (16GBx2) DDR5/6000MHz Dual Channel Memory (Team T-FORCE DELTA RGB)
2TB SAMSUNG 980 PRO (PCIe Gen4) NVMe M.2 SSD
4TB Seagate IronWolf Pro SATA-III 6.0Gb/s 256MB Cache 7200RPM HDD
1,000 Watts - EVGA SuperNOVA 1000 GT 80 Plus Gold Fully Modular Power Supply
MSI GeForce RTX™ 4090 SUPRIM LIQUID 24GB GDDR6X w/ 240mm AIO Cooler Video Card.

I was thinking on getting a new MOBO but not sure if I should start there or not.

Just for clarity: Explain exactly what you do when you "power cycle" the PSU.

Also, what is your normal procedure when shutting down the pc?

= = = =

Power down, unplug, open the case.

Carefully clean out dust and debris.

Verify by sight and feel that all connectors, cards, RAM, jumpers, and case connections are fully and firmly in place.

Inspect for signs of damage.

I have to flip the switch on the back of the psu and wait for all the power to go off to the pc. Then I switch the power supply back on and it works. I always shut down by clicking start and shutdown.
