I installed 4 gb ram but only 1.60 gb is usable

Got a Compaq Windows 7 64 bit desktop
Model: CQ2010
Processor: AMD E-450 APU with Radeon(tm) HD Graphics 1.65 GHz
It first had 1 2gb ram, I put another 1(2 gb) it recognizes it because its saying 4.00 gb. But next to that it says 1.60 gb usable(as it was when only 1 ram was installed). I tried going to msconfig and putting maximum memory and restarting my computer. I go back and check and maximum memory goes back to 0. PLEASE HELP.

i think what you want to change is the pagefile setting.
Start/rightclick Computer/Properties/Advanced System Settings/Advanced Tab/Performance setting/Advanced tab/Virtual memory/Change/ take a screenshot of that settings page or post that info

Remove both sticks & swap their slots. It worked for me
