I just got a new GPU (Gigabyte GTX 960 4GB) and every couple of minutes the fans will rev up for no reason...

...even when the PC is completely idle, and it's driving me insane! What could be causing it? I've also downloaded MSI Afterburner and created custom fan curve which has seemingly done nothing. And the weird thing is, when the fans suddenly rev, the fan speed % doesn't change at all, but the RPM shoots up. Also the idle temp is at a constant 21 C. Any advice would be much appreciated!

Screenshot from Afterburner showing the random RPM activity along with 2 large spikes.

Solution
If anybody wants to use my modded bio's based on gigabyte f2 beta bio's. You can download the bio's from here plus they are loads better :) https://drive.google.com/file/d/0B9tN4B8McJ4IeXBPd3BwWUZtajQ/view?usp=sharing

Instructions for Flashing

1. Extract the folder to the root of your C drive.

2. Right click "Computer" and to go Manage. Computer Manager opens.

3. Click Device Manager

4. Expand Display Adapters

5. Right click your GTX960 and Disable it(all of them if you have more than one).

6. Start -> run -> cmd (must be administrative, or you must have UAC disabled)

7. Type or copy and paste without the () then hit enter

(cd C:\nvflash)

8. Type or copy and paste without the () then hit enter

(nvflash -6 Silent60.rom)

9...

I modified the bios to stop the fan until the temps reach 50. It ideals at 40-45 so the fan doesn't kick in. Works for me and makes it silent as it passively cooled until you throw a game on

Hi, many thanks for the above.

Just an update, scan have emailed me back and confirmed that they will RMA the card. They suspect it to be a problem with the fan controller on the card. Will keep everyone updated.

I'm sure it will. My issues were exactly the same as other peoples.
My fan is very stable now and my card is working perfectly. I did a test trough some gaming and everything was working like a charm.

Managed to call in at the shop where I dropped the card off and luckily it hadnt been collected by the delivery company - tested it tonight with the bios update. Took a bit of messing around but can confirm that my card is working fine now.

So the above fix works!

Solution
so ive read the whole post and solution and I implemented it and here is the issue.
YES it fixes the problem running the fan in silent gaming mode and not having the fan kick in until it reaches a certain temp, however as soon as I close the OC Guru II app the fan continues to behave abnormally? why does OC Guru II need to be open to implement the things I told it. does this also apply to the overclock itself? am I losing my overclock on my GPU when i close OC Guru II? sorry for the late entry into the conversation

well i got the same problem too, the fans spin at maximum and make a lot of sound, but i see in a software like "open hardware monitor" that the GPU is 0 rpm..that's weird .. so i decided to romove the Graphic Card and give it a litlle cleanning and then placing it back very good.. until now the problem is resolved .. maybe it wasn't placed very good in the motherboard !!! or it needed a cleanning!!!

The problem appears to occur when the Power Consumption (TDP) drops below 9.0%!
By using GPU-Z, you can clearly see the TDP drop below 9.0% when the fan speed minimum is set around 40% or below (using AfterBurner or equiv software). And when it does, the fan pulses quite high (around 2000 RPM or more) and becomes very audible.
By keeping the minimum fan speed above 40%, the TDP of the video card never drops below 9.0% and so it never pulses and remains quiet! Even when the desktop is idle. I keep mine at 41% which is around 1230 RPM, whereas 100% is 3000 RPM and very loud. IMO, it's quiet enough on 41 or 42%.
